Chinese Fire Suppression Equipment With FM Approval Numbers That Expired

Industrial buyers specify FM-approved fire suppression equipment from China. FM Global listing status is time-limited and can lapse while equipment continues to be sold with FM approval markings.


The procurement manager saw FM on the sprinkler head box and stopped looking. FM Global — Factory Mutual — approval is a recognized quality mark for fire protection equipment in international industrial projects. The Chinese manufacturer's catalog listed FM-approved products. The box said FM. The purchase order was placed.

What the FM marking on the Suzhou manufacturer's sprinkler head boxes reflected was a historical FM listing that had been obtained in 2018, had been subject to a surveillance audit in 2020, and had not been renewed following a 2022 product modification that the manufacturer had made to the deflector geometry — a change that should have triggered a re-submission to FM for listing confirmation. The FM listing number on the box was real. The listing it referenced was no longer current for the product being shipped.

FM Global's product listings are published in their Approval Guide, which is accessible online and updated continuously. A current FM listing for a specific manufacturer and model number is verifiable in 60 seconds by searching the Approval Guide. The Suzhou manufacturer's listing, searched in the Approval Guide, showed a status of "Listed — Pending Surveillance" — a status that indicated the listing was under review and not confirmed as current. The procurement team had not checked the Approval Guide.

An FM Mark on a Box Is Not the Same as a Current FM Listing

FM Global approval marks on product packaging represent the manufacturer's claim that the product is FM-listed. The mark is applied by the manufacturer; it is not applied by FM Global at the point of sale. FM Global's role is to audit the manufacturing facility and test the product at defined intervals, and to list products that pass. Between audits, the manufacturer may make product changes, reduce material quality, or change sub-suppliers in ways that affect the product's listing status — and the FM mark on the box will not change until FM Global discovers the change during a surveillance audit and acts on it.

In the Chinese fire suppression equipment market, three categories of FM marking problems recur: expired listings that have not been renewed (listing lapsed, product still sold with old FM number); products sold under a parent company's FM listing where the specific manufactured variant has not been individually tested; and counterfeit FM marks on products that never held a listing. All three are identifiable by checking the FM Approval Guide — a step that takes 60 seconds and is not standard in most procurement processes.

The Installation Rejection Cost Eight Weeks and $340,000

The Suzhou sprinkler heads were installed in a pharmaceutical manufacturing facility in Singapore before the FM listing status issue was identified — it was caught during a pre-occupancy inspection by the facility's insurance underwriter, who routinely verifies FM listing currency for FM-specified systems. The underwriter required the non-current components to be replaced before occupancy.

3,400 sprinkler heads, already installed, had to be removed, documented, and replaced with FM-current product. The alternative FM-approved supplier could deliver within four weeks. The replacement installation took two weeks. Total schedule impact: six weeks plus two weeks for the insurance re-inspection.

The cost of the replacement — material, labor, re-inspection, project management — was $340,000. The cost of checking the FM Approval Guide before placing the order was zero. The check takes less time than writing the purchase order.

An FM number is historical information. Current listing status is a live database that FM Global maintains for exactly this purpose.
